Can you help identify a man we wish to speak with in connection with an offence of sexual assault?

In this case a woman was attacked by a man on the street before a member of public chased the man away.

The person we wish to speak with is described as:

A southern European man with light tanned skin and a European accent, aged in his 40s, clean shaven, 5’ 8-9” tall and of medium build, with short cropped straight dark hair going grey on the sides and balding on the crown, with the front and side of his hair pushed back, perhaps hiding a bald patch.
