Bathwick and Bathavon North beats are covered by the same beat manager.

Bathavon North beat starts at North Stoke/Kelston on the A431 from Bristol. These two villages are predominantly owner-occupied with a strong rural tradition of dairy and crop farming. North Stoke has the smallest population of just 72 according to the National Census of 2001. Both have vibrant village communities, Kelston having a well-attended annual summer fete.

Just outside Kelston is Kelston Park, previously owned by the Methodist church. The building houses several small businesses.

To the north of Kelston is Lansdown, home of several sports clubs, including Lansdown golf club, Old Sulians and Walcot RFC and Lansdown Race Course, where monthly car boot sales are held. Historically it is the site of The Battle of Lansdown 1643 when Bath briefly surrendered to Parliamentarians, and Beckford Tower/Cemetery which has panoramic views over Bath, Wiltshire and beyond.

Current public priorities

Agreed 26th May 2010

1. Speeding
Claverton Down, the A36, Shamcastle Lane and Warminster Road.

2. Install cameras on the traffic lights at the junction of Bathwick Street and Beckford Road
Traffic issues to be monitored during rush hour at around 5pm onwards.

3. Continue to monitor anti-social behaviour at Sydney Gardens - especially in the evenings and night time to ensure the already successful work carried out by local Police and PCSOs is maintained.

Other issues raised by local residents:

1. Relate the PACT meeting to the Overview and Scrutiny panel
(Rector David Prothero, PACT Chair to feedback at next PACT Meeting).

2. Illegal pavement cycling along Pulteney Road
(Police to carry out a leaflet drop and provide advice to cyclists and pedestrians regarding this issue).

3. Car crime on North Road
(Police to carry out relevant procedures).

4. Claverton Down roundabout consultation
(Councillor Nicholas Coombes to feedback on this issue at the next PACT meeting).

Outcomes

Feedback on the previous PACT priorities (agreed on 8 December 2009):

Looking at ways in which to improve safety along Sham Castle Lane
Feedback provided by Peter Bailey (B&NES Traffic Management):
"I will arrange for a traffic survey to be carried out in Sham Castle Lane. The survey will be carried out for a 7 day period and will record the speed and volume of traffic, 24 hours a day for the 7 days. The results of the survey will be reported back to the next PACT meeting. Signing advising lorry drivers of the unsuitability of the road for heavy goods vehicles has been installed but I will carry out a survey of the existing signing in the road to establish if improvements can be made. In considering closing the road to through traffic thought should be given to the location of turning areas for vehicles depending on where the road is closed. I envisage difficulty in finding a suitable location for a turning area for vehicles. However I will give this proposal further thought and provide a report for the next meeting on my findings."

Speeding along Claverton Down
* Yellow lines have now been installed on this section of road.
* A two hour time limit has been introduced on the lay-by area.
* New zebra crossing on Bathwick Hill.
* This pedestrian crossing is now complete and operational.
* Police and PCSOs have observed pedestrians using the crossing correctly and with little difficulty.

Greater Police presence in Bath’s outer areas
* Two Special Constables have been assigned to the beats.
* We have been focusing both vehicle and foot patrols in troublesome areas around Bathavon North Ward.
