This beat comprises the whole of Windmill Hill on one side of St John's Lane, and on the opposite side parts of Bedminster, Lower Knowle and the whole of Totterdown.

The beat is predominantly residential and is densely populated. The area consists of a mixture of privately-owned family homes and privately rented homes as well as local authority homes (most notably the two tower blocks Polden and Holroyd House, Windmill Hill.) There is also a significant number of housing association homes (New Walls Estate and Bushy Park). Totterdown also has the largest Asian community and the only mosque in South Bristol.

The Filwood, Knowle and Windmill Hill Neighbourhood Team is based at Broadbury Road Police Station.

Thief with a conscience
On Friday 20 August 2010 at 11pm a female was sitting in her vehicle in Oxford Street, Totterdown when a male opened her car door and stole her handbag from the front passenger seat. A short while later in the early hours of Saturday morning, a 23 year old male from the Knowle area rang the police to confess to this crime and to return the handbag. The male was arrested and detained at Broadbury Road police station where he was interviewed and stated that he had only stolen the bag when he saw that the victim's door wasn't shut properly and that her handbag strap was shut in the door. He later felt guilty and wanted to return her property. The handbag minus a quantity of cash was returned to police. The male was charged and remanded in custody to appear before Bristol Magistrates' Court.

Theft of number plates (Windmill Hill)
During the past week there have been four reports of number plates having been stolen from Vehicles in Windmill Hill.

Racially aggravated assault and robbery (Wells Road, Totterdown)
Two males are currently detained at Broadbury Road police station, arrested for offences of racially aggravated assault and robbery. At approximately 7:20am on Monday 16th August 2010 a taxi driver was called to an address on Wells Road Totterdown. Two males entered the vehicle. When challenged about drinking alcohol in the taxi the two males racially abused the driver before he was allegedly smashed over the head with a glass bottle and money was stolen. Shortly after Police attended at the address and a 33 year old and a 41 year old male were detained.

Priorities agreed at Neighbourhood Forum meeting:

1. Raymend Road / Victoria Park – Perceived burglary problem
Increase in dwelling burglaries around Raymend Road area. No specific times or days identified.

* Neighbourhood Policing Team to request analysis to establish crime levels in the area and if a burglary problem exists.
* Police will liaise with Safer Homes and arrange for homes to be visited that require crime reduction advice.
* Neighbourhood Policing Team (NPT) to target the area with specific patrols to provide reassurance and deter burglaries.
* Beat surgeries will be held in the priority area – The Lodge, Victoria Park.
* Police will send letters to residents in the area with crime prevention advice.
* Police will work with Safer Bristol to combat the problem.

2. Oxford Street – Anti-social behaviour, pavement parking and drug dealing
This is caused by groups of young people and adults congregating opposite the Oxford Public House, in and around the shopping complex, side streets and car park area. Some use vehicles which are parked across pavements, intimidate passers by and the relentless kicking of footballs against private and commercial properties is an issue. There is a suspicion of drug dealing activity in the area. Offences are occurring during the day, afternoon and evening, every day, but with the key times being between 5pm and 7.30pm.

* Ongoing Police patrols and intelligence gathering.
* Traffic scheme being progressed by Bristol City Council, including new double yellow lines.
* Beat Manager working with local shops to look at ways to improve the local environment.
* Ongoing support for landlord of The Oxford Public House.

3. Bath Road - Speeding
Cars driving at excessive speeds on the Bath Road near to New Walls. This occurs daily between 10am and 3pm, and evenings.

* Police will liaise with the Traffic Police to combat motorists speeding along the Bath Road.
* Police will engage with the public and arrange a community Speed Watch event.
* Police will letter drop local residents along Bath Road to research the problem.
* Police will liaise with the Road Safety department in Bristol City Council to try and reduce the problems in the area.

* Neighbourhood Police Teams have been patrolling the area daily and holding beat surgeries in The Lodge, Victoria Park.

* Daily patrols by police and stop searches of suspicious people and cars. One person arrested by police on suspicion of possession with intent to supply a class B substance.

Meet the Team event (30/09/10)
The Local Neighbourhood Policing Team for Totterdown will be inviting families and friends from the Muslim Community to attend an informal "Get to know your Neighbourhood Officers". This will be an ideal opportunity to join multi agency groups from Police, Housing, and many other agencies, who will offer advice and support to those who may not necessarily know who to contact about any issues they have. The event will take place on Thursday 30 September 2010 from 6pm - 8pm at Redcatch Community Centre, Redcatch Road, Knowle and refreshments will be available. PCSO Sarah Wareing who will be co-ordinating this event, hopes for a good turnout in order to bridge the gap between ethnic minorities and to reach out to youth.

We will be holding one Beat Surgery a week at Victoria Park Lodge - this will take place every Wednesday from 3pm to 5pm.

Escalated priorities (Windmill Hill and Totterdown)
Your Neighbourhood Policing team work closely with other Agencies and the local Neighbourhood Partnership to progress priorities that are so significant that they are escalated as requiring long term or strategic approaches. Escalated Action Plans are a permanent priority for the Neighbourhood Policing Team. Currently there are the following Escalated Action Plans for this beat:

  • Anti-social behaviour, under-age drinking and crime, Victoria Park - Action Plan overseen by the Filwood, Knowle and Windmill Hill Neighbourhood Partnership
