The Filwood beat comprises Inns Court, Novers Park, Filwood Park and part of Lower Knowle. It borders the Knowle beat along Newquay Road.

The area comprises mainly rented residential homes although some commercial developments exist in Filwood Broadway, Melvin Square and Inns Court (Marshall Walk shops).

The Filwood, Knowle and Windmill Hill Neighbourhood Team is based at Broadbury Road Police Station.

Crack House closure extended - 82 Ilminster Avenue
A police application to extend a crack house closure notice on the above premises was made to Bristol Magistrates' Court on 22 July. We are pleased to announce that the extension was granted, despite determined efforts to reopen the address, and the closure notice was extended until 21 October 2010. We hope that residents have noticed the difference, and now feel reassured in regard to our efforts to keep drug dealing off our streets.

Officers attended reports of a disturbance at the above location on Sunday 11 July :-

Officers were called to a road traffic collision on Monday 12 July 2010, and upon their arrival, there was a dispute as to who had been driving one vehicle at the time of the incident :-

Priorities agreed at Neighbourhood Forum meeting:

1. Eagle House / Poyntz Road / Trewint Gardens - criminal damage
Caused by young people aged 11 – 18 years, throwing items from the rear of Eagle House into Poyntz Road / Trewint Gardens. Problems occur weekdays 5pm – midnight, and weekends all day – midnight.
Actions:
* Police to examine options to improve CCTV coverage
* Police patrols to be increased at location
* Clear-up to take place to remove all rubble from area (Housing to arrange)
* Bench to be removed from area (Housing)
* Residents / Police to set up neighbourhood watch scheme for Poyntz Rd /
Trewint Gardens
* Police / Anti-social behaviour teams to identify and take appropriate action
in relation to any offending behaviour

2. Creswicke Road – park at the rear of Creswicke Road (opposite Throgmorton Road) - anti-social use of motorcycles in the park
Occurs daily, at all hours of the day and night.
Actions:
* Police to conduct Operation Biker patrols
* Police to arrange site survey to examine viability of improving the fencing
* Police / residents to examine potential to introduce / improve
neighbourhood watch coverage

3. Melvin Square – street drinking and associated anti-social behaviour
Occurs daily from 8am – midnight. Street drinkers cause a nuisance to persons delivering / collecting children from the primary school.
Actions:
* Police to examine options to improve CCTV coverage
* Police patrols to be increased at location
* Residents / Police to set up neighbourhood watch scheme for Melvin
Square / Ilminster Avenue
* Police / Anti-social behaviour teams to identify and take appropriate action
in relation to any offending behaviour

Outcomes

Only the most recent updates on progress are included:

Eagle House / Poyntz Road / Trewint Gardens - criminal damage
* Walkabout conducted and community surveys completed with residents affected by the problems, 22 June.
* New beat surgery for location every Wednesday, commencing 7 July.
* Police have obtained approximately 40 statements in support of legal action to prevent eight identified persons from being on Newquay Road.
* Ongoing police operations to identify offenders and bring them to justice.
* Assistance from the Operation Atrium support group van requested on down time for them to patrol the above area.

Creswicke Road – park at the rear of Creswicke Road (opposite Throgmorton Road) - anti-social use of motorcycles in the park
* One report of nuisance motorcycle received, area searched and no trace of offender.
* Off-duty police officer witnessed motorcycle being ridden very nearby. Area search conducted, and a stolen motorcycle was recovered. Two males were subsequently arrested on suspicion of theft of motorcycle and are on bail.
Beat team using OP Biker and have seized various motorcycles and have been returned to the owners; section 59s have been used to prevent further offences.

Melvin Square – street drinking and associated anti-social behaviour
* Officers are conducting daily patrols at the location.
* Male arrested 30 June for breaching a section 27 order not to be at Melvin Square.
* Different male arrested 6 July for breaching the same order.
* Ongoing pressure from both beat team and response officers to use the section 27, offenders are now very aware of this power and leave on sight of any officers.

Escalated priorities (Filwood)
Your Neighbourhood Policing Team work closely with other Agencies and the local Neighbourhood Partnership to progress priorities that are so significant, that they are escalated as requiring long term or strategic approaches. Escalated Action Plans are a permanent priority for the Neighbourhood Policing Team. Currently there are the following Escalated Action Plans for this beat:

  • Anti-social behaviour, Disorder and Drug Abuse, Newquay Road - Action plan overseen by the Filwood, Knowle and Windmill Hill Neighbourhood Partnership
  • Anti-social behaviour, Street Drinking and Disorder, Melvin Square - Action plan overseen by the Filwood, Knowle and Windmill Hill Neighbourhood Partnership

There are also Action Plans recently initiated and being progressed by local agencies around Burglary Hotspots / Domestic Abuse Incidents and Assaults / Hate Related Incidents / Drugs Issues, in the Filwood area.
