Can you help identify a man we wish to speak with in connection with an offence of fraud?

In this case an elderly man was watched as he withdrew money from a cash machine in Bath. His card was then stolen and shortly after hundreds of pounds was taken from his account.

The person we wish to speak with is described as a man wearing a black jackets and blue jeans.
