Neighbourhood Policing and the
introduction of Police Community
Support Officers (PCSOs) has
revolutionised the way we Police our
City.
We have identified the importance of
Safer, Stronger Neighbourhoods. The
`Bobby On The Beat' has evolved into
teams of officers, providing increased
presence on the streets of Bristol.
For Hillfields, this team has been
expanding over the last two years. The
Neighbourhood Sergeant is now in
charge of two full time Police Constables
and four Police Community Support
Officers, based at Fishponds to meet
the Policing needs of the Hillfields area.
Their aim is simple, to make you feel
safe and be safe. To identify the issues
that matter to you, and to work in
partnership with local Council Services,
other local agencies and community
groups to deal with these issues to your
satisfaction.
This booklet will give you details of your
team, and an insight into many of the
services they can offer you.
The most important part of this team's
success is you, whether resident or
business. By contacting your local team
and getting involved in the work we do,
you can make a difference to Hillfields

The Safer Bristol Partnership is the
statutory body that co-ordinates
Bristol's response to drugs, crime
and community safety. It is made
up of a number of agencies such as
the Police, Council and Probation
service. The Safer Bristol team
comprises the Drugs Strategy Team
and the Communities Team."
A key partner in tackling
Anti Social Behaviour
across the area has been
the Fishponds Estates Management
Team within Bristol City Council.
During a spate of racially motivated
incidents during 2007-2008 agencies
and the Hillfields Community worked
together to battle racist attacks. The
result today is a huge improvement
in reports of racism and Anti Social
behaviour, transforming a rapidly
deteriorating reputation within Bristol.
Working closely with the Community,
we responded to public concerns
relating to criminal activity and anti
social behaviour by specific individuals
and in late 2007 secured Anti Social
behaviour Orders against two prolific
young offenders.
Under the guidance of Inspector Julie
Bowle and Bristol City Council's Roger
Griffiths, relationships between the
Police and Bristol City Council Estates
Management have enabled many
successes and many more will follow as
work continues to improve the quality
of life for residents within the Hillfields
Neighbourhood Area.

The Hillfields Neighbourhood Team is
a group of Police Officers and Police
Community Support Officers (PCSOs)
dedicated to dealing with the specific
policing issues that relate to the Hillfields
Neighbourhood Area.
The Team deal with low level crime,
Anti Social Behaviour and seek to
deal with emerging and existing
crime trends. We gather and collate
intelligence on a local level and will
often seek to act on this intelligence in
the form of warrants and operations.
Hillfields Beat Managers are fully sworn
and experienced Police Constables.
They deal with criminal issues relating
to the Neighbourhood area and manage
PCSOs in their duties.
Hillfields PCSOs have a variety of roles
within the area. They deal with Anti
Social Behaviour, traffic issues and are
central in intelligence gathering across
the area. Most importantly, they are also
project managers for long term problem
solving initiatives and train residents to
take lead roles in community projects.

and projects that can assist you in

seek opportunities to obtain free or
heavily discounted crime reduction

We also offer project management
services for community crime
reduction projects, some of which are

We offer a full visual survey of any domestic property within the Hillfields
Neighbourhood Area, seeking to identify and suggest improvements for any
vulnerable areas.
A full report will be written up for any survey completed, nomally returned to
you within seven days.
The report will concentrate on all areas of home
security from the house itself, to gardens and
access points. It gives useful tips on natural security
measures, as well as points to look out for when
considering changing existing items within the
home, such as doors and windows.
Crime Reduction Surveys
included below, and will train residents
to take lead roles on projects within
their community.

Bobby Van
Further to the survey visits, we are able to offer referrals to
the Bobby Van for vulnerable residents or victims of crime,
which is a service offered to all domestic properties that
will seek to assess properties and make minor security
improvements free of charge.
Set up in 2001, the Bobby Van is operated by a qualified
carpenter who operates from a fully equipped van which
acts as a mobile workshop.
Main upgrading work that is undertaken is as follows:
· Check door locks and upgrade where necessary
· Fit door chains/door restrictors if possible where not
already present
· Fit door viewer
· Install window locks where necessary
· Supply and fit battery alarms to doors and vulnerable
areas where necessary
· Construct safe rooms if required, specifically for victims
of domestic abuse cases
· Supply personal attack alarms
It has been very successful to date and is invaluable to

In partnership with the Road Policing
Unit and the Vehicle and Operator
Services Agency (VOSA) we run an
operation called "TORQUE" that targets
the illegal use of mopeds in the area.
Large numbers of moped riders are
escorted back to the station where we
check for roadworthiness and speed (if
the vehicle should be restricted). We can
also check the noise level of the vehicle.
We can prohibit the vehicle from being
used on the road until any faults have
been fixed and further checked.
Fixed Penalty Tickets can be issued,
ranging from £30 fine for incorrectly
sized number plates to £60 fine and 3
points for failing to display L Plates when
required or for a derestricted vehicle.
We aim to not only check the bikes
are legal but complete Driving licence,
Insurance and MOT checks to ensure
the riders are road legal.
We have checked in excess of 50
mopeds, over 45 of them have had
some type of fault or the driver has
not been road legal. We will continue
to run the operation throughout the
year to deal with this problem and
will publish updated results on www.

based organisation. It is set up by
residents who run the watch. It is easy to
set up and the police can help support

Days, to get the community together
to help improve the environment in
Hillfields.
PCSO Alison Powell says of the project
"If you want to make an area where
you live cleaner, litter free and safer for
the whole community then you should
organise a clean up.
A clean up is easy to organise and
before the clean up the recreational
ground in Hillfields had broken glass,
empty cans, plastic bags and dumped
bags of rubbish.
After the clean up with help from local
residents, Clean and Green department
the recreational ground was cleared off
all rubbish including the entrances and
have remained cleaner ever since the
clean up."

was the passion I heard from residents
about what they see or in many cases
do not see happening in their area.
During conversations residents would
vent all their frustrations about issues
that affect their every day lives but felt
nothing gets done about it."
"I wanted residents voices to be heard
and for them to know who was going
to take responsibility for actioning
improvements and getting results."
"One of the Walkabout groups I
currently facilitate has seen significant
improvements to the look of their area.
They actually see the results and get the
chance to talk to those responsible face
to face. It has built bridges between local
agencies and residents and has lifted
the communities' spirits. The residents
now feel they have some ownership
and say about what takes place on their
doorstep."

Drug Awareness and Knife Crime to
youth groups within Hillfields.

I decided to show a DVD based on a
true-life story, told from a mother whose

who attended to the victim.
My research and resources have
provided me with the knowledge
and tools to deliver a very accurate,
informed and emotive talk. I encourage
participation from the youths at all
stages"

Knife Crime and Drugs Awareness Talks
No Cold Calling Zones
No Cold Calling Zones are quite simply
designated zones where local residents
or communities have the confidence to
say "NO" to uninvited salespeople and
to warn rouge traders and cold callers
they are not welcome.
PCSO Leanne Parker says "I have so
far worked with Trading Standards to
successfully set up two No Cold Calling
Zones."
"It has reduced reports of doorstep
callers, bogus workmen, high pressure
sales people and distraction burglars."
"The No Cold Calling Zone gets clearly
sign posted and that acts as a massive
deterrent. Each household gets a sticker
to display in there window along with
an information pack highlighting crime
prevention measures and methods of
reporting. The scheme does not cost
much to set up and the impact can be
massive."

Come to our 999 Fun Day
Sunday 16th August 2009

Put this date in your diary, the next annual Hillfields 999 Fun Day!
This is a follow on from the 2008 Fun Day, opened by the Lord
Mayor of Bristol.
Albert Rogers' Fun fair rides and the Army Cadets band entertained
whilst the children also enjoyed the youth bus and trying out all
the different Police and Fire Service vehicles. Children especially
enjoyed being locked up in the back of the police van or turning on
the sirens of the police smart car!
The highlight of the day was the raffle, drawn by ex-World Champion
boxer Glen Catley which raised over three hundred pounds and
the proceeds went to the League of Friends based at Cossham
Hospital.
PCSO's Leanne Parker and Alison Powell said "The day was a
great success with the community attending the event, meeting
their local police and fire service and enjoying themselves."

Bobby Van
Further to the survey visits, we are able to offer referrals to
the Bobby Van for vulnerable residents or victims of crime,
which is a service offered to all domestic properties that
will seek to assess properties and make minor security
improvements free of charge.
Set up in 2001, the Bobby Van is operated by a qualified
carpenter who operates from a fully equipped van which
acts as a mobile workshop.
Main upgrading work that is undertaken is as follows:
· Check door locks and upgrade where necessary
· Fit door chains/door restrictors if possible where not
already present
· Fit door viewer
· Install window locks where necessary
· Supply and fit battery alarms to doors and vulnerable
areas where necessary
· Construct safe rooms if required, specifically for victims
of domestic abuse cases
· Supply personal attack alarms

In partnership with the Road Policing
Unit and the Vehicle and Operator
Services Agency (VOSA) we run an
operation called "TORQUE" that targets
the illegal use of mopeds in the area.
Large numbers of moped riders are
escorted back to the station where we
check for roadworthiness and speed (if
the vehicle should be restricted). We can
also check the noise level of the vehicle.
We can prohibit the vehicle from being
used on the road until any faults have
been fixed and further checked.
Fixed Penalty Tickets can be issued,
ranging from £30 fine for incorrectly
sized number plates to £60 fine and 3
points for failing to display L Plates when
required or for a derestricted vehicle.
We aim to not only check the bikes
are legal but complete Driving licence,
Insurance and MOT checks to ensure
the riders are road legal.
We have checked in excess of 50
mopeds, over 45 of them have had
some type of fault or the driver has
not been road legal. We will continue
to run the operation throughout the
year to deal with this problem and
will publish updated results on www.

Partnership. I currently work from
Fishponds Police Station where I am
based with the Neighbourhood Policing

The Safer Bristol Partnership is the
statutory body that co-ordinates
Bristol's response to drugs, crime
and community safety. It is made
up of a number of agencies such as
the Police, Council and Probation
service. The Safer Bristol team
comprises the Drugs Strategy Team
and the Communities Team."
A key partner in tackling
Anti Social Behaviour
across the area has been
the Fishponds Estates Management
Team within Bristol City Council.
During a spate of racially motivated
incidents during 2007-2008 agencies
and the Hillfields Community worked
together to battle racist attacks. The
result today is a huge improvement
in reports of racism and Anti Social
behaviour, transforming a rapidly
deteriorating reputation within Bristol.
Working closely with the Community,
we responded to public concerns
relating to criminal activity and anti
social behaviour by specific individuals
and in late 2007 secured Anti Social
behaviour Orders against two prolific
young offenders.
Under the guidance of Inspector Julie
Bowle and Bristol City Council's Roger
Griffiths, relationships between the
Police and Bristol City Council Estates
Management have enabled many
successes and many more will follow as
work continues to improve the quality
of life for residents within the Hillfields
Neighbourhood Area.

The Hillfields Neighbourhood Team is
a group of Police Officers and Police
Community Support Officers (PCSOs)
dedicated to dealing with the specific
policing issues that relate to the Hillfields
Neighbourhood Area.
The Team deal with low level crime,
Anti Social Behaviour and seek to
deal with emerging and existing
crime trends. We gather and collate
intelligence on a local level and will
often seek to act on this intelligence in
the form of warrants and operations.
Hillfields Beat Managers are fully sworn
and experienced Police Constables.
They deal with criminal issues relating
to the Neighbourhood area and manage
PCSOs in their duties.
Hillfields PCSOs have a variety of roles
within the area. They deal with Anti
Social Behaviour, traffic issues and are
central in intelligence gathering across
the area. Most importantly, they are also
project managers for long term problem
solving initiatives and train residents to
take lead roles in community projects.

We offer a full visual survey of any domestic property within the Hillfields
Neighbourhood Area, seeking to identify and suggest improvements for any
vulnerable areas.
A full report will be written up for any survey completed, nomally returned to
you within seven days.
The report will concentrate on all areas of home
security from the house itself, to gardens and
access points. It gives useful tips on natural security
measures, as well as points to look out for when
considering changing existing items within the
home, such as doors and windows.
Crime Reduction Surveys
included below, and will train residents
to take lead roles on projects within
their community.

Accidental house fires in Hillfields,
Fromevale, Eastville, Easton and the
St George East and West Wards are
on the rise, according to recent figures
from Avon Fire & Rescue Service.
Fire does not need to kill or injure
someone to have a devastating impact
­ homes can be badly damaged and
precious family momentos lost forever.
There are simple steps you can take
however to protect you and your
family:
Buy a smoke detector for every level
of your home, fit it and check it weekly
­ smoke detectors will pick up traces of
smoke long before you do, giving you
an early warning of danger and precious
time to get out of your home safely.
Know your escape route ­ make sure
everyone in your home knows how
to get out should fire break out in any
room of the property.
Don't leave cooking unattended ­ fires
in the kitchen account for a massive
55% of all house fires in the Avon area.
Before you go to bed - close all doors
and make sure all electrical and gas
appliances (where appropriate) are
switched off before you go to bed.
Smokers ­ make sure you have put that
cigarette out!

Neighbourhood Policing and the
introduction of Police Community
Support Officers (PCSOs) has
revolutionised the way we Police our
City.
We have identified the importance of
Safer, Stronger Neighbourhoods. The
`Bobby On The Beat' has evolved into
teams of officers, providing increased
presence on the streets of Bristol.
For Hillfields, this team has been
expanding over the last two years. The
Neighbourhood Sergeant is now in
charge of two full time Police Constables
and four Police Community Support
Officers, based at Fishponds to meet
the Policing needs of the Hillfields area.
Their aim is simple, to make you feel
safe and be safe. To identify the issues
that matter to you, and to work in
partnership with local Council Services,
other local agencies and community
groups to deal with these issues to your
satisfaction.
This booklet will give you details of your
team, and an insight into many of the
services they can offer you.
The most important part of this team's
success is you, whether resident or
