Satisfaction and Confidence

  • To improve the quality of service to our customers
  • To increase trust and confidence in policing, especially among our minority communities

Measures

  • To improve satisfaction levels compared to 2007/08 for:
    • The ease of contacting us - up from 90% to at least 93%
    • The action we take - up from 77% to at least 80%
    • Our follow-up service - up from 63% to at least 66%
    • The service offered by our staff - up from 91% to at least 93%
    • The overall service provided - up from 81% to at least 85%
  • Ensure the same levels of satisfaction for all ethnic groups
  • Improve the satisfaction level of victims of racist incidents with the service we provide from 70% to at least 75%
  • Local residents to have a high level of confidence in the Constabulary compared with levels elsewhere in the country
  • Resolve locally at least 75% of complaints suitable for local resolution
  • At least 50% of residents to feel that the police understand and are dealing with local matters of most concern

 

Tackling crime

  • To reduce crime and increase the proportion of crimes where the offence is brought to justice, especially for:
    • Robbery
    • Racial and other Hate crime
    • Domestic violence
    • Vehicle crime
    • Domestic burglaries
    • Rape
    • Violent crime

Measures

  • Reduce crime levels for:
    • Domestic burglary - by 15% (a reduction of at least 1,325 victims)
    • Robbery - by 10% (a reduction of at least 200 victims)
    • Thefts of motor vehicles - by 10% (a reduction of at least 525 victims)
    • Thefts from motor vehicles - by 10% (a reduction at least 1,400 victims)
  • Increase the proportion of crimes where the offence is brought to justice compared to 2007/08 for:
    • Domestic burglary - up from 14% to at least 18%
    • Robbery - up from 20% to at least 22%
    • Thefts of motor vehicles - up from 16% to at least 20%
    • Thefts from motor vehicles - up from 8% to at least 10%
    • Hate crime - up from 38% to at least 42%
    • All crimes - up from 25% to at least 29%
  • Increase the proportion of domestic violence incidents where an arrest is made

Promoting safety

  • To increase visibility and contact with our communities
  • To reduce local disorder and anti-social behaviour, in particular alcohol-related violence
  • To respond to emergency calls for service within agreed standards
  • To improve road safety

Measures

  • Reduce the fear of being the victim of a crime to below the levels in comparable areas of the country
  • Reduce public concern over local anti-social behaviour and local drug problems to below the levels in comparable areas of the country
  • Reduce the number of people killed or seriously injured in road traffic collisions
  • Answer:
    • 90% or more of 999 calls within 10 seconds.
    • 75% or more of calls to the Force Service Centre within 40 seconds
  • Attend
    • 75% or more of 'immediate response' incidents in urban areas in 10 minutes
    • 90% or more of 'immediate response' incidents in rural areas in 20 minutes

Serious Crime and Protection

  • To continue to play a leading role in the provision and development of protective services in the region
  • To continue to tackle serious crime, particularly:
    • Organised crime involved in supplying illegal drugs
    • Offences against children
  • To play our full part locally and nationally in counter-terrorism strategies
  • To improve road safety
  • To ensure effective plans are in place with our partners to deal with serious incidents

Measures

  • Reduce the number of life-threatening and gun crimes
  • Maintain the proportion of rape offences where the offence is brought to justice at 28% or higher
  • Increase the proportion of the most serious violence against the person offences brought to justice from 48% to 55%

 

Organisational Management

  • To use resources more efficiently to increase police officer time spent on local policing delivery
  • To deliver a more representative workforce to reflect the diverse communities we serve
  • To reduce sickness levels

Measures

  • Achieve cashable, efficiency savings of at least 3% of the annual budget
  • Achieve a Level 3 grading ('performing well') or higher in the annual Police Use of Resources audit
  • Increase the proportion of police officers that are female to at least 23.6%
  • Reduce the number of hours per annum lost due to sickness to:
    • 80 hours or fewer for police officers
    • 82 hours or fewer for police staff
