Julian Kern joined Avon and Somerset Constabulary as Director of Finance in April 2009.


Julian's role is primarily to look after the financial aspects of the business - accounting, budgeting, procurement systems and estate - and to support the Chief Constable in meeting the policing needs of the community. He also supports the Police Authority in areas such as audit and financial regulations.


"I have joined the Constabulary at a very challenging time," said Julian. "Government funding has been secured until 2011, but there is a continual pressure to deliver more for less. This means we need to support frontline policing by improving our efficiency throughout the organisation and managing our costs."


"To this end the Constabulary has embarked on an exciting joint venture with IBM, Somerset County Council and Taunton Deane Borough Council under the banner of Southwest One. This is the first relationship of its kind and it is being watched with interest by other forces and councils across the country."


"Part of my role will be to manage the contract and commercial relationship with Southwest One. I am confident that over time the partnership will deliver real benefit and added value to the force. I recognise that relationships must never be taken for granted and success can only be achieved through hard work and understanding the needs of the partnership and its stakeholders."


Married with three daughters, Julian has previously worked in both public and private sectors and has worked in service, retailing and manufacturing industries. Prior to his appointment at Avon and Somerset Constabulary, he was Finance and IS Director for a chilled-food manufacturer in Derby. No stranger to the South West, Julian spent a number of years working for British Gas in Bath and Keynsham and he has members of the family who live in the area.


Outside work, Julian's interests include singing, supporting Bath Rugby and playing tennis.
