A mainly residential area comprising predominantly council/tenanted properties.

The estate is part of a designated neighbourhood renewal area and has attracted European funding as part of the Urban 2 and SRB programmes. The body introduced to manage the rollout of these programmes is the Hartcliffe and Withywood Community Partnership (HWCP).

In 2004, following extensive community consultation by HWCP and the Safer Bristol Partnership, the decision was made to fund Police Community Support Officers on the estate. PCSOs were deployed later that year, well ahead of the implementation of Neighbourhood Policing, and they have been warmly welcomed in the community. Recent evaluation by HWCP has highlighted the success of the PCSOs in reducing crime and the fear of crime in Withywood.

Wednesday 4 August 2010 saw two officers from the Bishopsworth Senior Citizen Liaison Team (SCLT) making a special visit to the Age UK (formerly Age Concern) activity centre which is situated in the Withywood Centre in Bishopsworth :-

Possible motorbike track
PCSO Anthony Panayiotou has been investigating the possibility of opening a motorbike track close to the Bristol area to allow riders somewhere to use bikes responsibly without riding illegally in parks and open spaces :-

Neighbourhood Forum meeting

June 2010 saw PACT (Partners and Communities Together) meeting transform into the new Neighbourhood Forum meetings, with the principal being largely the same, ie to bring the neighbourhood together to identify priorities for local agencies to address :-

Current public priorities

Agreed 16th June 2010

1. The Ridings - Bikes/Drug dealing/Damage to vehicles
Residents reporting damage to parked vehicles. Nuisance off road bikes. Drug dealing. Issues ongoing all day and evening.
Actions:
Beat Team to carry out High vis patrols.
Anti-social behaviour forms (142s) to be submited for any youths seen to be causing issues.
Location to be added to weekend patrol plan.

2. Upjohn Crescent – Nuisance youths
Groups of youths gathering (some possibly residents). Youths emptying bins, starting fires. Residents suggest one youth is drug dealing, this is attracting other youths leading to damage of property, youths trying car doors. Problem worsens weekdays after school and weekend after 6pm.
Actions:
Beat Team to carry out High vis patrols.
Anti-social behaviour forms (142s) to be submited for any youths seen to be causing issues.
Location to be added to weekend patrol plan.

3. Hartcliffe Community Centre – Licensing issues
Side doors left open in hot weather causing noise nuisance. Residents can hear music/talking from inside. Worse Fri/Sat evenings but noise is an issue most nights.
Actions:
Beat Manager to liaise with Community Centre manager and licensing team regarding licensing issues.
Report back to local residents' meetings.

Outcomes

Anti-social behaviour (ASB) - Upjohn Crescent - update 17/08/10:
We worked together with Knightstone Housing and came up with the idea of ASB diaries. This was a great opportunity for the residents to tell us all about their problems with ASB. We delivered ASB diaries to all 83 houses on the street. The residents had two weeks to fill the diaries. We made several attempts to collect the diaries but unfortunately we had only four out of 83 diaries back. Of these nine incidents were recorded but only three incidents were reported.

Summary of incidents: General ASB - group of youths gathering on the street, shouting and swearing. Police attendance/result: Positive - the police attended to all three reported incidents, information was passed to the beat team who called or visited the informants. When collecting the diaries we had an opportunity to ask questions about ASB on the street but the majority of the residents said that they had never experienced any ASB related problems.

Noise - Hartcliffe Community Centre - Update 17/08/10:
A public meeting was held on 4 August 2010 to discuss issues raised at Neighbourhood Forum meeting. 49 people attended. This included representatives from noise pollution club member and local residents. Noise regulation advice given to all parties. No further complaints have been received by Police or club.

Beat surgeries (Withywood)
Surgeries are held every Wednesday between 1pm and 2.30pm in the Café area of the Withywood Community Centre, Queen's Road. They are an opportunity for members of the Withywood community to pop in and have an informal chat with representatives of their local neighbourhood policing team. The officers will be able to give general advice on crime prevention and other issues which may be causing concern in the neighbourhood.
