'No Criming' of incidents between 2014-2017, broken down by the type of crime

Question

I am writing to request information under the Freedom of Information Act 2000 regarding the process of 'screening out' of crimes (also known as NFA - No further action).

  1. Please can you tell me how many crimes reported to your force were screened out in calendar years 2014, 2015, 2016 and 2017?
  2. How many total crimes were reported to the force in the same period?
  3. Can you also provide a breakdown of the information with regards to type of crime (burglary, assault, sexual assault, etc). Can I have that data broken down by calendar years?

Answer

In respect of ‘No criming’ of any incident reported by a victim and recorded as a crime, there are strict rules under the Home Office Counting Rules which stipulates when an incident can be classified as no crime.

There are five ways in which an offence can be deleted as a crime from the system.  The most common explanation is that “additional verifiable information” which was not available at the time of the original classification shows that the matter did not occur as reported; it must be ‘proven beyond any doubt that the offence did not occur.’  Others are: 

  • Where the offence was committed outside of the jurisdiction of the police force in which it was recorded. The relevant force will therefore record and investigate the crime.
  • Where the crime constitutes part of a crime already recorded; i.e. it has been recorded more than once.
  • Where the crime was recorded as a crime in error.

Any decision to no crime an incident is subject of scrutiny by internal audits and HMIC Inspections.
