Drink Spiking Offences Since 2015

Question

1. How many crimes were reported to the police relating to “drink spiking” or “drink lacing” for each year in the past three years.

2. How many arrests were made relating to “drink spiking” or “drink lacing” for each year in the past three years.

3. How many prosecutions have been successful relating to “drink spiking” or “drink lacing” for each year in the past three years.

Clarification received

On the 5th April you clarified that you were requesting:

1. In response to your clarification request, a key word search across all crimes of ‘drink-spike,’ drink-spiking,’ ‘drink and spike’ ‘drink-lace’ ‘drink-lacing’ and ‘drink and lace’ would be sufficient. Other police forces have made this keyword search across all offences – and for consistency I request the same be done here.

2. If that is not possible, then I suggest making a search of as many of the following offences as possible:

  • 005/10 - Administering poison so as to endanger life
  • 008/02 - Administering poison with intent to injure or annoy
  • 088/05 - Administering a substance with intent
  • 008/02 - Administering poison with intent to injure or annoy
  • 5/10/5 - administering poison to endanger life
  • 5/10/7 - Assault - administer Noxious thing inflict GBH
  • 5/10/8 - Assault cause noxious thing administer endanger
  • 5/10/10 - Assault - administer noxious thing endanger life
  • 019/08 - Rape of a female aged 16 or over
  • 019/10 - Rape of a male aged 16 or over
  • 019/12 - Attempted rape of a female aged 16 or over
  • 020/05 - Sexual assault on a female
  • 017/15 - Sexual assault on a male

3. As you point out in your reply, the text search may provide results which are out of context and not relevant to my inquiry. Can I therefore request: that if it is possible, once the keyword search has been made, the results be individually checked to ensure they are relevant.

4. In response to your second clarification point, please do provide the numbers of arrests made, once the above changes to the search have been implemented.

Please provide the figures in a simple table, with the total crimes and arrests listed per calendar year. Each individual case need not be listed out.

Answer

1. A search has been carried across all offences for the key words listed in your request, the results of which have been provided below. As previously advised, caution should be taken when interpreting these results as this will not be an accurate reflection of the number of reports received involving drink spiking. We are only able to carry out a text search of the MO/summary and not the full crime enquiries; drink spiking may be mentioned in the crime enquiries only. Additionally the text search may provide results which are out of context and not relevant to the request.

2. As a response has been provide to Q1, this is no longer applicable.

3. The Freedom of Information act allows a right of access to recorded information.  As previously advised we do not record a specific offence or category of ‘drink spiking’ and there is no obligation for the Constabulary to create information to satisfy a request. You have asked us to check the results to ensure they are relevant, in this instance we would need to create an answer to your questions. As such the answer is not recorded.

4. As explained above there is no requirement for us to amend the data provided in response to Q1, therefore we are unable to carry out a search as requested. There is no offence specifically of drink spiking and therefore there will be no associated arrests or prosecutions.

I would suggest that the most accurate way to provide a response to this question would be to search our custody records for the offences listed in Q2 and then carry out a word search of these for the terms ‘drink-spiking’ ‘drink-spiked’ and ‘drink-spike.’
