Would you please provide information on the numbers of hate crimes recorded by Avon and Somerset Constabulary broken down by race and ethnicity since 2000. If data is not available since 2000, please provide data that cover period that is as long as possible. That is, if data is not available since 2000, please provide data since 2001. If data is not available since 2001, please provide data since 2002. Would you please provide this information broken down by day and full crime date – DD/MM/YYYY? If data is not available broken down by day and full crime date, please provide data broken down by week. If data is not available broken down by week, please provide data broken down by calendar month.
On the 9th October you clarified that you would like:
I am interested in the total number of all race motivated crimes by ethnicity of the victim (if possible also by ethnicity of the offender). I am not interested in the types of hate crime such as threat, verbal abuse etc..
Please find attached the information you have requested.
Tab 1 provides an Annual Summary for number of reported Hate crimes motivated by race. It also includes a breakdown of these by victim ethnicity and suspect ethnicity where these are known to us. The final table shows the breakdown by offender ethnicity where this is known to us.
You requested this information broken down by day, although we hold this I am not obliged to provide this to you. The specific date combined with the ethnicity of either the victim or suspect in relation to reported hate crimes, would allow the identification of individuals and therefore constitutes personal information. The exemption applicable to this is Section 40(2), third party personal information. This is an Absolute exemption so therefore there is no requirement to conduct a harm or public interest test. Any information is exempt from disclosure under the Freedom of Information Act if it relates to or is supplied by another individual and disclosure of that information would contravene any of the principles of the 1998 Data Protection Act, in this particular case, disclosure of this information would contravene Principles 1 and 2 of the Act, whereby personal data shall be processed fairly and lawfully and only obtained for one or more specified purpose or purposes.
