Please tell me for each of the following financial years a) 2011/12 b) 2012/13 c) 2013/14 d) 2014/15 e) 2015/16 YTD how many reports of racially or religiously aggravated hate crimes committed by suspects under the age of 10 have been made to police. NB I am aware that children under 10 are under the age of criminal responsibility and therefore can't be prosecuted, but I understand that offences involving suspects under 10 will still be logged.
For each case, please tell me
a) the sex of the child
b) the age of the child
c) the offence committed, e.g. racially aggravated assault, religiously aggravated criminal damage, racially aggravated harassment etc
d) a summary of the incident.
Children under the age of ten are not considered to have reached an age where they can be held responsible for their crimes. Because they are under the age of 'criminal responsibility' they cannot be charged with any criminal offence. No child under the age of ten shall be guilty of a crime; however they can still commit an offence which will be recorded. Please find details below concerning instances were a child under 10 years old has been believed to be responsible for or suspected of a racially or religiously aggravated hate crime.
