Reports of Racially Aggravated Crimes in June 2016

Question

1. The number of racially aggravated crimes reported to and recorded by your force in relation to incidents which took place on Friday 17 June 2016, Saturday 18 June 2016 and Sunday 19 June 2016.

2. The number of racially aggravated crimes reported to and recorded by your force in relation to incidents which took place on Friday 24 June 2016, Saturday 25 June 2016 and Sunday 26 June 2016.

For each crime please give the alleged offence - eg. criminal damage etc - and a summary of the details of the incident.

Clarification received:

Please note I am requesting figures for all recorded race hate crimes for both periods.

 

Answer

Over the past two years, we have seen an increased level of reports of hate crime. As more victims feel confident about coming forward to report incidents, we expect these levels in Avon and Somerset to continue to increase. For us, that’s a tangible demonstration of their belief in us to tackle crime and bring offenders to justice.

The investigation around this type of crime is victim orientated. It is essential that when victims contact us that they can be confident that the investigation will take in to account what they want to happen and the outcome they are seeking.  We will support victims unequivocally from the point they report a crime and throughout the entire length of the investigation.

There is never an excuse for hate crime in any shape or form and this criminality will not be tolerated.

We promise to continue to work together with our partner agencies every day to make the communities of Avon and Somerset be safe and feel safe. More than ever we want those who are victims of hate crime to feel confident in the belief that we’ll take their reports seriously and make sure they get all the support they need.

I am unable to provide you with the details of each incident as to disclose this specific information along with the specific dates of the crimes could have severe consequences. For example, a victim may be able to identify if the information related to them. Likewise, an offender may be able to ascertain if a crime they had committed had been reported to the police.

For these reasons, I am not obliged to supply this information as disclosures of  information that could identify an individual constitutes as personal information and is exempt under the Freedom of Information Act  The exemption applicable to the information is Section 40(2), third party personal information, this is an Absolute exemption. Any information to which a request relates is exempt if it constitutes personal data of which the applicant is not the data subject and if disclosure of that information to a member of the public would contravene any of the principles of the 1998 Data Protection Act. In this particular case, disclosure of this information would contravene Principles 1 and 2 of the Act, whereby personal data shall be processed fairly and lawfully and only obtained for one or more specified purpose or purposes.
