Officer Suspension

Question

  1. How many of your force's officers were suspended on full pay in the last three financial years between 1st April 2013 - 31st March 2014, between 1st April 2014 -31st March 2015 and between 1st April 2015 - 31st March 2016.
  2. Please include the overall amount paid to those officers while they were suspended. Please also break these figures down by year.
  3. I would also like details of each officer's rank, why they were suspended, what was the outcome of the suspension.

Answer

  1. Under the Police (Misconduct) Regulations, police officers are suspended on full  pay. There is no mechanism that allows for the withdrawal or reduction in pay whilst suspended.

 

1st April 2013 – 31st March 2014 – 6 Police officers were suspended.

1st April 2014- 31st March 2015 – 11 Police officers were suspended.

1st April 2015- 31st March 2016 – 6 Police officers were suspended.

 

Please note this excludes members of the Special Constabulary who are not paid.

 

  1. Our records show that the cost of officer suspension during the specified years is as follows:

 

2013/2014 - £115,797.10.

2014/2015 - £326,444.80.

2015/2016 - £406,222.50.

4a. The longest suspension during the period in question was for two officers each being suspended for 1,019 days.

4b. One officer was paid £103,845.97 and the second was paid £92,288.10.

4c. The two officers were both police constables and they were both suspended for breach of IPCC Allegation Type – 09 Discreditable Conduct. They were both subsequently dismissed.
