Managed Motorway Cameras, M4 J20-J19

Question

1. Please provide all available data for the speed cameras in use on the section of Motorway on the M4, J20-19 both eastbound and westbound.

Clarification received

I request the specifications and documentation of the actual cameras in use at the specified location. From the information provided on the website with regards to the operation of your speed cameras, I have access to the calibration certificates of the cameras that i believe to be in operation. E.g. 'M4 3845A calibration certificate' is available for viewing. I am seeking confirmation that these certificates match with the cameras in operation between J20-19, as the labelling of 'M4 3845A' does not confirm this directly.  

2. Please provide data of the variable speed limits enforced on the M4, J20-19 Eastbound for the day date of 20/05/2016, and the associated speeding offences recorded.

3. What is the minimum speed that an NIP for a speeding offence has been issued for, by the HADEC 3 camera system (or other equipment in use), along the section of M4 motorway (both East and West bound) between junctions 19-20, when the national speed limit was enforced (omit offences during variable speed limits). Please state the speed even if this appears obvious through answering question 1.

4. Please provided the most recent breakdown of the number of speeding offence recorded, and the associated speed with the offence, from the beginning of the implementation of the HADEC 3 system along the M4 Motorway (East and West bound), between Junction 19 and 20. (Please provide data up until no earlier than the 20/05/16)

5. Please provide the number of recorded accidents and speeding offences between the periods of 18th January 2015 - 18th May 2015 and for the period between 18th January 2016 - 18th May 2016.

Please provide the number of recorded accidents and separately for the same period the number of speeding offenses recorded.

6. What are the total number of speeding offences recorded by mobile speed camera units (any means other than fixed or temporary speed enforcements i.e. roadworks) along any sections of Motorways enforced by your constabulary, that are also covered by fixed speed cameras?

7. For what reason is the national speed limit enforced by the HADEC 3 system 24/7? Is there evidence that ensuring all traffic remains below the 70mph national speed limit at all times, while a variable speed limit is not enforced, is both beneficial to the smart motorways scheme and in reducing the amounts of incidents directly related to excessive speed? Please provide evidence in the form of correlation data between both delays and accidents determined to be caused by speed exceeding the 70mph national limit.

  1. Yes, this is correct.
  2. We do not have a record of when each speed limit was in place on the M4 J20-19 Eastbound on 20th May 2016, only the speed limit that was in place during each recorded alleged speeding offence.

  1. Between 18th January and 18th May 2015 we recorded a total of three collisions.      Between 18th January 2016 and 30th April 2016 we recorded five collisions. We are unable to include May 2016 as this information has not yet been received.

 

Please note that these were injury collisions only. We are unable to provide data for non-injury collisions. This information can also be subject to change as information is received from local authorities.

6. No information is held. We do not operate mobile speed camera units on motorways.

There is no obligation for the constabulary to create information to satisfy a request. In this instance we would need to create an answer or confirmation to this question. As such the answer is not recorded.

However, please note that we have a duty to enforce all speed limits on roads within the Avon and Somerset Constabulary area. The roads are clearly marked with speed limits and all drivers are aware that the speed limit on a motorway (unless otherwise signed) is 70mph. Any driver of a vehicle detected driving above the speed limit will be prosecuted. All speed limits are in force 24/7.
