I would be grateful if you could provide the following information:
- Total number of people arrested as part of Operation Navette in response to the mass stabbing carried out in Southport
The total number of people arrested in relation to the disorder as of 20 March 2025 was 60.
- Of those arrested, the total number who have had any reports of domestic abuse made against them
Avon and Somerset Police holds information on the subject you have requested. However, we will not be able to answer your request without exceeding the appropriate limit. This is because the information is not centrally recorded and would involve an extensive search of our files to find and collate.
We have undertaken a search within our crime recording system in relation to the 60 individuals arrested. 41 of these individuals have been involved in at least one other occurrence with a flag for Domestic Abuse. However, we are not able to establish how many of these individuals were involved as a suspect, rather than a victim or witness for example, without a manual review of all potentially relevant occurrences. With 413 occurrences linked to these 41 individuals, we estimate that it would take more than 18 hours to complete our response.
Section 12 of the Act makes provision for public authorities to refuse requests for information where the cost of dealing with them would exceed the appropriate limit, which for police authorities is set at £450 or 18 staff hours. This represents the estimated cost of one person spending 2.5 working days in determining whether the department holds the information, and locating, retrieving and extracting it.
This letter represents a Refusal Notice under the Act.
I appreciate that this request was made following our advice as to how to refine previous request 1093-25, and I am sorry that we have been unable to provide information for question 2. We have sought to assist as far as possible by confirming the number of people arrested, and by providing the reasons for our refusal in relation to question 2.
