Anti-social behaviour plan 2026-2031

Our anti-social behaviour (ASB) plan sets out our five-year strategy (2026–2031) to prevent and reduce ASB across Avon and Somerset.


The plan reflects the scale and impact of ASB on communities, businesses and individuals, and aligns with the Police and Crime Commissioner’s Police and Crime Plan 2024–2029, the Government’s ASB priorities and the Police Race Action Plan.

Taking a victim-focused and partnership-led approach, the plan is built around four pillars: 

  • Community engagement 
  • Partnership working 
  • Prevention and problem-solving 
  • Confidence, capability and culture 

Under these four pillars, we aim to improve on and deliver: 

  • consistent and proportionate use of ASB powers
  • early identification of risk, repeat harm and vulnerability
  • strong multi-agency governance and accountability
  • improved victim satisfaction and community confidence
  • sustainable reductions in repeat ASB Strategic Priorities
