Antisocial Behaviour around Kingsmead Square

The City Centre Neighbourhood Policing Team are aware of an increase in antisocial behaviour around Kingsmead Square over the last month, largely related to members of the street community gathering there.

Kingsmead Square often sees this behaviour increase over the summer or with warm weather. In previous years we have managed this behaviour using antisocial behaviour powers such as Community Protection Warnings/Notices, Dispersal Orders and Criminal Behaviour Orders. We will be taking a similar approach this year with one Community Protection Warning already served and another awaiting service. These orders will prohibit two regular troublemakers from attending this location.

In order to evidence these orders we require reports from the public to demonstrate community impact and concern. We urge anyone affected by this behaviour to give us detailed reports of what they have seen and who the specific offenders are. Businesses in the City Centre can also use the free DISC app to identify regular offenders to name them in your reports. Being able to attribute behaviour to specific individuals greatly increases the chances of us being able to use these ASB powers effectively.

  August/Early September Update:

  Over the past month we have frequently been attending the Kingsmead Square area.

  We have completed pop-up engagements totalling several hours where we have been available in-person for the community to speak to, seek advise and raise concerns. We also, in collaboration with Bath BID, delivered an engagement session to local businesses, providing them with knowledge and advice on how to help us address the antisocial behaviour in the area, as well as taking feedback ourselves on key offenders, hotspot times and reporting accessibility – we really appreciate the hard but professional questions and conversations that these stakeholders put to us.

  As part of this process we have supported Bath BID in creating a specific gallery of offenders hosted on the ‘DISC’ platform so that local businesses can identify and name those persons causing them the most harm. DISC is an app that businesses can use for free to access local information and intelligence and be kept abreast of important news, developments and opportunities.

  We have also been able to show a greater presence in the area in part thanks to the proximity of our new Police Station on Monmouth St.

  Over the course of this period there has been a noticeable decline in incidents recently around Kingsmead Square, though they have not been resolved entirely.

  We have been hard at work using ASB powers and legislation to remove prolific offenders from the area. We have so far issued three Community Protection Notices to persons regularly present in the area. Two are now excluded entirely from the City Centre, and one has strict conditions on their behaviour whilst in town.

  We continue to monitor previously existing Community Protection Notices and Criminal Behaviour Orders relating to Kingsmead Square, we are progressing breaches of these through the courts and are able to arrest for these where necessary. On one occasion this period a male was arrested on the end of Westgate St closest the square for breaching the terms of his Criminal Behaviour Order, he had had been released from prison less than 48hrs previously.
