Antisocial Behaviour in Snow Hill
Over the past few months there was been a large increase in reports of antisocial behaviour around the Snow Hill estate. Predominantly, these reports have come from the Berkeley House block.
The reports have centred around:
- Non-residents accessing the blocks.
- Drug dealing and use.
- Rough sleeping in communal areas, blocking access up and down stairways or to lifts.
- Verbal abuse of residents
- Littering and mess being left in communal areas.
We are working closely with Curo to address these issues.

Actions taken so far:
As this issue has been ongoing for several months, there have already been many actions taken:
Civil Injunctions: We have supported CURO in their successful application at court for two civil injunctions. These injunctions prohibit two frequent ASB offenders from attending the area. We have already arrested both offenders for at least one breach. We are ready to support CURO in any future injunction applications.
ASB Powers: We have ourselves issued a number of Community Protection Warnings and Notices to prohibit offenders from attending the Snow Hill area. These orders rely on reports being made to us by residents so we can evidence their necessity when offenders appear in court.
Regular Patrols: We have been operating a targeted patrol plan with support from our Response colleagues – Neighbourhood Officers attend the area throughout the day with a specific focus on early-hours patrols to catch anyone sleeping in communal areas. Response officers have made patrols overnight.
Partnership Working: We have held meetings with CURO to discuss how we address this issue in a longer-term context. We have discussed what can be done to improve the physical security of the blocks, how vulnerable residents can be safeguarded, and the most appropriate enforcement actions to take against both resident and non-resident offenders.
